Instead of trying to figure out the process on your own, let us help you put together a complete bonded-title package.
What Is an Illinois Bonded Title?
A bonded title is used when a person has a legitimate claim to a vehicle but cannot provide the standard ownership document normally required for an Illinois title, such as a properly assigned certificate of title.
Illinois may require the applicant to file a bond before issuing a title. The bond protects prior owners, lienholders, future purchasers, and others who could suffer a loss if the title was issued improperly. The bond amount is generally 1½ times the current wholesale value of the vehicle. Illinois Secretary of State
The bond normally remains in effect for three calendar years unless the Secretary of State is notified of a pending claim. Illinois Secretary of State
When Might a Bonded Title Be Needed?
A bonded title may be appropriate when standard ownership documents cannot be surrendered with the title application.
Examples may include situations where:
A seller did not properly assign the title
The original title is unavailable
Ownership paperwork is incomplete
You have a bill of sale but cannot obtain the proper title
There is a title-document problem that cannot be resolved through a normal transfer
Every situation is different, so the first step is reviewing what documents you already have.
How We Help With the Illinois Bonded Title Process
Step 1: Review Your Ownership Documents
Bring us everything you have related to the vehicle.
This may include:
Bill of sale
Purchase receipt
Canceled check or payment record
Any title documents
Seller information
Vehicle identification number
Registration paperwork
Correspondence with the seller
Other proof showing how you acquired the vehicle
Illinois requires evidence showing your right to acquire title. If normal ownership evidence is unavailable, the Secretary of State may require a notarized statement explaining how you came into possession of the vehicle. Illinois Secretary of State
We help review what you have and identify what may still be needed.
Step 2: Vehicle Appraisal
Illinois requires an appraisal of the vehicle's current wholesale value as part of the bonded-title process. Illinois Secretary of State
The appraisal generally needs to identify:
Year
Make
Model
VIN
Current wholesale value
Condition of the vehicle
Whether major component parts are present
Appraiser information and credentials
Date of appraisal
Depending on the vehicle, the appraisal may come from a qualified licensed dealer or another approved source. A licensed rebuilder may appraise salvage or junk vehicles. Illinois Secretary of State
We help you obtain and prepare the appropriate appraisal documentation.
Step 3: Determine the Bond Amount
The required bond is generally 1½ times the appraised wholesale value of the vehicle. Illinois Secretary of State
For example:
If the vehicle's wholesale value is $10,000, the required bond amount would generally be $15,000.
This does not mean you necessarily pay $15,000 out of pocket for a surety bond. The bond amount is the amount of coverage required. The actual premium charged by a surety company can be much lower and depends on the provider and applicant.
Illinois also allows a cash bond, but that requires depositing the full bond amount with the State Treasurer. Illinois Secretary of State
Step 4: Prepare the Surety Bond or Cash Bond
Illinois allows two main bond types:
Surety Bond
A bond issued through a company authorized to conduct surety business in Illinois.
Cash Bond
A bond backed by a deposit equal to the full required bond amount. Illinois Secretary of State
For a surety bond, the required bond form and applicable power-of-attorney documentation must be completed properly. Illinois Secretary of State
We help make sure the bond paperwork matches the vehicle and title application.
Step 5: Complete the Title Application & Tax Documents
The bonded-title package may include:
Illinois title application
Evidence of ownership
Vehicle appraisal
Surety bond or cash bond
Applicable tax forms
Lien release, if needed
Supporting statements
Title fee
Other documentation required by the Secretary of State
Illinois requires the proper application, title fee, and tax documentation with the bonded-title submission. If a lienholder remains on the previous title record, a lien release is required. Illinois Secretary of State
We help complete and organize the paperwork so the package is ready for submission.
Step 6: Submit the Bonded Title Package
Bonded-title applications are handled through the Illinois Secretary of State Vehicle Titles Division.
The Secretary of State's bonded-title fact sheet directs applications to:

501 S. Second St.
